I strongly disagree with putting the herblore secondaries in a shop.
If you need any, limps are dropped by hill giants and wines of zamorak are dropped by lvl 9 wizards, both at a decent droprate.
The fact that pots are expensive is good, skilling can actually make you money this way.

You can easily train the lower levels of herb from herb drops you get, it does take a while.
If you're high enough level to start making profit you can simply buy ingredients > sell pots > repeat.

Also barbarian village isnt too far of a walk from edge, so just walk.

Although there is a lack of Range Potions and Mage Potions in-game at the moment, you should be making these yourself, not buying from from a 'shop' you're suggesting.
