Negative sides -
1) Theres never been bank there
2) Mining level would come too easily
3) It would ruin the prices - Too many essence runes - 1k each

I disagree. No need to make the process of getting rune essence faster, it's fast enough already.

Has means that they still got it there, the nearest bank there is Varrock.

Has means that it still has it there + the nearest bank there is the small bank in Varrock.

Almost no (if not all) skilling that requires banking has a bank conveniently placed next to it, and for good reason; It makes the process of leveling much faster and gradually decreases the price since there'll be higher supply.

There is simply no need for this. Like the previously stated comments, this would make levelling far to easy and make the price of Rune Ess drop dramatically.

There's a small bank in Varrock that's not far away from the mining spots.
