Title: Vesta Spear Special attack.

it can never ko low hp npc with special attack: :D including goblin, always a 9 max.

Thanks for the report; it is because we don't do overkill in emps, and in emps the special attack of the vesta spear takes 90% of the anticipated hit instead of 100%. (so an anticipated hit of 40 on a goblin will become an anticipated hit of 10, and it will only deal 90% of that: 9)
