for some reason my fire staves dont stack in the bag, i bought one and got the other one as a drop from hill Giants

They are two different item ID's. If you go to the staff shop in varrock you'll see that there are 3 kinds of each elemental staff, with different prices and I think they also have different stats(?). Not a bug anyway, closed.
