Sooo.. It happens often, i tried reloading map, doesnt work, it just doesnt stop till you move somewhere else or something.. it happened earlier lots of times

No it wasnt finished, but i dont think it has anything with downloading files, its downloading over and over the same thing and might be a bug due to my horrible hardware or something.

I did everything right, but I didnt anything that fits my operating system, I have no idea why (I have Win8.1 , the highest one there is Win7, Intel)

it works now, i upgraded it but emps seems to crash every time i play, ill post in a few hours

That's unfortunate. Please attach a screenshot so that I can see what's going wrong.
