i think the picture will tell u what's wrong..
the BUILDING is missing  ??? ???
this is in classic mode, used ::reloadmap , relogged , closed the client and re opened still the same

The building doesn't exist yet, edgeville people are working hard to raise the required funds for construction.  ;D
