Because it's still full of charges. Degrade it a bit more and you'll be able to repair it.

but its just strange i had 2 pl8 with 100 degrade and i could fix one

The game doesn't keep track of a second dharok's platebody 100. There's only a damage value per item. That makes sense on many levels, else it would lead to a lot of confusion. It's not a bug, but an effect of how the system works. I may think of something that will disallow you to make a 2nd dharok platebody 100.
