You can attack people that are rekking spectrals but you can't attack people that are rekking green dragons in wildernis, both zones are non multi thus this makes no sense.

I can't reproduce that issue. Both, people at green dragons and spectrals are attackable for me. Can you re-check this?

To clarify: You will not be able to attack a player that is fighting an NPC in a single combat zone in the Wilderness.
