I like the idea. And since this is open for discussion, i'll give you guys some ideas; Combination capes won't apply to any of these perks, they can remain untouched, and the 200m capes could have the same effect to their respective skill. Here are some perksI'm almost certain most of these perks won't be added, since adding them all can be very tedious. I'd also like some feedback this list took a while to make
- Herblore cape - When worn give the user a 5% chance to make a 4 dose potion instead of 3
- Crafting cape - Unlimited teleports to the Crafting Guild
- Runecrafting cape - Unlimited teleports to the Abyss
- Construction cape - Unlimited house teleports
- Fishing cape - An operation effect(only when worn) that works as a fishing potion(can only be used once every hour or so)
- Defence cape - Has the 'Ring of Life' effect when the users health drops below 10%(when worn), option can be toggled on/off
- Range cape - Ava's accumulator effect
- Farming cape - Unlimited teleports to the Catherby and Falador tree/herb patches
- Thieving cape - 10% chance for double pick pocketed/stall loot
- Slayer cape - Unlimited teleports to the slayer masters directly(or unlimited teleports to the slayer tower?)
- Magic cape - One spell book swap(Permanent) every 24 hours
- Hitpoints cape - 2x restore rate for hitpoints(Can be stacked with 'Rapid Heal' for 4x hit points restore rate)
- Strength cape - Unlimited teleports to the Warriors Guild
- Prayer cape - Restores your prayer points to full with +9 more(like an altar)once per day
- Mining cape - 5% chance to get double ores(when worn)
- Agility cape - 10-15% chance? Of obtaining double brimhaven agility tokens(You literally never fail in agility @ 99)
- Smithing cape - Acts as Goldsmith gauntlets
- Woodcutting cape - +1 Woodcutting level boost when worn

The idea is to bring back most of the players that played when the Emps World got opened again.
I might know the reason and the only chance to bring them is in thomy-s and martin-s hands.
The point where i want to get is that the 60b what went missing after oldschool item owners got banned.You can split that to old players.With that money ,old players have chance to make their money and start making bank again. This would probably bring back many players.
But the problem is that, do thomy and all high admins have that time and will make this happen.

As i've been skiller for 95% of my time here I'm going to speak about skilling and not so much about PVM or PVP.
Back when i joined(who the hell remembers when was that) the most appealing thing for me was that Emps was placed perfectly between the exp rates of runescape and other private servers. It seems to me that every update that has been made to improve skilling has made it easier and easier (For example bringing all rocks to barbarian). I understand that the idea behind it was to bring community closer together(for that i would suggest changing home to Yanille, might not have a massive effect but it would definitely be more attractive place than Barbarian) and there's nothing wrong with that but you're kind of losing the challenge of skilling that it used to be.
And some skills are just ridiculous. For example thieving. I understand that removing seed stalls from draynor made the skill much more difficult to autoclick but god how painful it is to train it(notice only 4 ironman accounts that have 99 thieving).
EDIT: Also the game has gone much more individual based imo which isn't a good idea. I've brought up many times the conversation about Jad minigame. I understand that you put much effort into coding that new style jad, but back when you had to group up with your friends in veracks to kill Jad(most damage won the f cape) it brought people together. New friendships and connections were made.
My suggestion is to add in the Book of law it is simply an off-hand for range, much like the divine.
Obtaining the book would be simple, via the Crystal chest. Just like the other god books, it can be upgraded with Torn pages Which can be obtained by completing clue scrolls.
Now the stats
- Book of law (Armadyl)
- +6 Ranged offense +3 Prayer +6 Ranged strength
The upgraded book has doubled stats to the non-upgraded book simply cause it follows the same mechanic as the other upgraded god books. It also outclasses the divine only by the ranged strength bonus, being that the divine has +10 and the upgraded book will have +12.
- Book of law (upgraded)
- +12 Ranged offense +6 Prayer + 12 Ranged strength
