On another note can someone tell me why I can't see the shout-box also why it appears someone put my account on restriction(Can't post without approval, send pms, etc.)

Is to prevent spambots or people avoiding forum punishments, will go away once you are 10 postcount, which you can get in the following sections:
News & announcements, general discussion, help me, guides, bug reports, suggestions & ideas, feedback, events, screenshots, videos.
