I think you both misunderstood him. He's just asking a notice that will show how many players are in each mini-game.
There's a problem with this idea though.. If players are not waiting in the lobby, but outside of it instead, then the counter will show incorrect numbers.
That's why I'm against the idea.

You could use the entrance that esam suggested or take the one near ice mountain (eastern side of the mountain). You can find the cave entrance behind the fishing shop in catherby.

This is from 1 dragon. It's multiplied by the number of items in the drop. Just visual bug.
Also the bug doesn't occur every single time, but most of the time.
