Something like this actually would probably take a lot more time that you'd think it would.
There's tons of work, and technical difficulties that could result from adding this. The interfaces would have to directly be able to show full color pallets, then would have to change the Max Cape Model shown in the interface to show an example as a result of the color change. That in itself is probably a shitload of work to do, both Server-Sided, and Client-Sided, and not many people know how to code Client-Sided.
Secondly, after you accept the changes to the new colors, the colors would have to directly be able to set on the actual capes, which is also a pretty difficult task, unless you know exactly what you're doing.
Then Thomy and Arc would have to make sure that the cape doesn't glitch/disappear when changing camera rotation, or glitch/disappear from the inventory or equipment tabs.
Imo, it'd be nice to have, but it's not a necessary feature to have. There's plenty more that is more worth-while to code and implement into the game.
