This situation isn't specific to Helari.  If he were to sell his oldschools, another fortunate staker would hoard them.  The issue is that there are too few oldschools in the game, making them extremely easy to collect, which leads to them stagnating in people's banks.  The amount of oldschools currently in Emps-World is miniscule in comparison to the amount that were in Emps-Scape; an effective solution would be to introduce multiple other oldschools to balance things out and create a circulation of oldschools in the economy.

It's not about the fee.. It's about the time it takes to decant them, that's what you keep in consideration with this service. And this suggestion will completely overthrow that time factor.

Just think what happens when there's a bank right in gwd, or you instant cook fishes. Time is as much as a factor as money.

Cooking is a skill; increasing its speed makes the skill unfairly easy and unbalances the game in regards to training.

GwD is a high-level PvMing location for making money; increasing the amount of kills that you can achieve per hour by means of introducing a nearby bank would crash prices of the items acquired in the dungeon as well as severely unbalance the game in regards to the economy and availability of high-level gear.

Decanting potions is not a necessity and is just nice to have (4) instead of (3); increasing the amount of potions you can decant per hour has no impact on the game aside from allowing players to get back to playing it sooner rather than later as well as preventing the feature itself from becoming relatively dead content.

Because it was a 'useless' drop from metal dragons. It has no use, doesn't look that good, and doesn't have some kind of a reputation like the other 3 main discontinued items. There are also probably a lot more of them in the game than there are lanties, bowswords and bunnies. That's why it's kind of worthless.

Maybe it will become popular in the future? A player quited and give me his account with the Gnome Amulet in it. So yea I hope it will.

There are hundreds (likely thousands) of them in the game.  Its price will only increase if people become ignorant of this fact.

As for the account you were given, that player may be trying to hack you, so be careful when accepting free accounts -- it's generally best not to accept them at all.

Otto's correct: The cost of decanting is about as impactful as the fare to go to Neitiznot Island.  I don't have any major issues with decanting noted pots, but perhaps raise the cost to 1k per pot.  That way, it does have some impact but is still cheap enough to not dissuade people from using the feature.
