I know that gambling and forms of gambling are often turned aside because of players raging and quitting (lost everything), but there is a lottery system that actually works well as a cash dump and it's hard to lose large amounts of money this way.
There's an npc that stands around, probably GE. You can buy x amount of tickets per lottery, lets say 5. Each ticket costs around 1m.
Once a certain amount of tickets have been purchased (50?) the lottery randomly selects a player(s). (could have more than 1 winner)
How it would work: You talk to this npc and he gives you a few options;
- Select number of tickets to purchase
- Text screen pops up, enter number between 1-5
- Are you sure you wish to spend (x)m?
- Yes/no
Once the (50) tickets have been purchased , it is announced in chat for the winner(s) and a ticket(which also includes the amount you've won) is added to your inventory. You must return this ticket to the lottery man for your payout.
As soon as one lottery is drawn, the next may begin. Or, if wanted, the lottery could have a 5-10 minute cooldown.

"Maybe instead of it starting when it reaches 50 players, let it start each x hours? If it would start immediately then players will get bored/depressed faster because in one day they could participate in 10 lotteries and win nothing.

Now, the split of money can have a few options;
-If we are looking for a cash sink, instead of paying out the full amount of gold put in (50m), maybe only give back out 75% of it (37.5m)
-The cash can be divided between 1-3 players
-(50m pot) 1st=25m, 2nd=15m 3rd=10m
-Have 1 large winner, and many other small winners
-(50m pot) 1st=25m, 2-12th=2m. (something like that)
Pros
- Maximum gamble per lottery/day
- Small entry cost, high rewards
- Keeps players interested = better community
Cons
- Non-wealthy players may go bankrupt
- Gambling is frowned upon
