Barrow sets are really good for their value right now, it's just whatever people sell it for that makes the value low. Making it easier to obtain would not do the market any good and value in itself should NEVER be a reason to decrease or increase droprates (this also goes for buffing or nerfing things that some ppl seem to complain about).

If you plan to use it for lowering the defence of certain bosses, consider using the statius warhammer instead as it will always lower their defence by 20 levels even when hitting a 0.
Stat warhammer was nerfed to 10 def lowering
Lol rip. Wiki still says 20 btw.

Verac ignores melee protection prayer completely, you might as well put it off. Next to that, it has a 10% chance to completely ignore the def bonus of the enemy, resulting in a guaranteed hit between 1 and maxhit.
Rest of the feedback is mostly resulting from the increased player accuracy in pvp and the lowered monster defenses in updates before.

Lowers your target's defence level by 50% of your hit, so if you hit a 60, your targets defence level will be reduced by 30 levels, with a minimum of defence 1 ofcourse.

Using a third party program to stay online is not allowed, however 'afk training' is allowed as long as you do not use a third party program to stay online. In this case he is not using a third party program to keep his accounts logged in at Castle Wars, and thus it is allowed.

It's the fighting style yeah. I was unable to find what it exactly represented and I think the influence is fairly small so I left it as a variable. I think it is 5 for accuracy based styles (first style), but i'm not sure.

Also you asked for the accuracy, not def bonus, but here is your opponents def bonus too

And how are these 2 formulas combined to determine the hit chance? Like what's the chance your hit will not be a 0 when accuracy is 100 and defense is 50?

Oh and thank you for searching through the code, I appreciate it.
A random number between 0 and accuracy and a random number between 0 and defence gets grabbed, if accuracy random number is higher than defence random number then you actually hit something, the hit gets defined as a random number between 0 and your max hit.
