If it's possible you could use fishing pots, but i'd still recommend 95-99 just like Arjen did if thats the case.
You need herblore lvl 56 and you'll need an avantoe and snapegrass to make it.

I'd suggest you to use a D Hasta, zspear would works fine aswell but imo it's less accurate, you get some high hits sometimes but the attack speed is pretty slow. If you're only 60 attack, dragon scimmy is the only weapon to advise.
Vesta weapon's I wouldn't recommend, only if you have enough money/ancient energy for it.
31 Prayer for a pure is a bit like a standard to get, 52 if you'd want to pk with smite.
