Although my reply is about the system we have right now so it's still relevant.
Range is supposed to have more dps than melee while melee is supposed to have higher hits due to your strength level. If I understood you correctly, you're saying that melee is sh't while range is super op - I disagree. DDS is retarded right now, constant 30-30's with just a defender risk are so common, combo that with a vengeance and you have a 80 damage stack. Although you might never reach the point where you can actually use your DDS as your ranged opponent just takes a dump on you with his dps. You can't forget the fact that range can deal damage from a distance, which makes it even more favorable.
You can't just wreck your opponents with range if you don't have a bit more risk, rangers tend to risk Ava while meleers just risk a defender+headband. Godbows cost near to 10m, they should be stronger than 200k dragon scimitars. One thing I don't like right now is the fact that darts do too much dps and mage is really strong.
A possible fix to this could be to make your damage more dependent on your armor - nerf the actual strength/accuarcy of weapons and buff the armors (infinity, robin sets, c boots, headbands, defenders, PARTYHATS, fire cape etc (also main gear if the weapons get nerfed)). This way a dude with a DDS, strength ammy and addy gloves can't just 30-30, 30-30, 30-30, 30-30 you and pures would actually have to risk something in order to deal damage and have an advantage over their opponents - this could 'revive' pure pk a bit.
