Dagannoth kings, boss giants, and much more [ Almost all of the npc's drop herb seeds ].
Also, if is that hard for you to get seeds, you can earn some money, and just buy them from the players. [ Falador Park ]

Easiest way to get seeds is by pickpocketing farmers/master farmer at varrock.

Mhhmmm.. Dagannoth kings, sadly they're not ingame yet.
Though I catch your drift, you probably mean Dagannoth Mothers.

OT: As Chazz said, I gather my seeds by pickpocketing Farmers (10 thieving required) and by Master farmers (75 thieving required).
