Black mask gives you +10% slayer exp.
highwayman mask does nothing, it's just a cosmetic

Black mask gives bonus % slayer xp but I don't know wether or not it's better then a slayer helm.

The slayer helm currently grants 5% extra slayer experience and 10% extra damage and accuracy on a slayer task. The black mask grants 10% bonus experience, but does not give a damage boost like the slayer helm.

The highwayman mask is purely cosmetic and can be combine with a black cavalier to create a cavalier mask (can be disassembled again).

I hope this clears it up.
