i wanna get my str def and att to 99 but i dont know what i should train against what would be the best npc im pretty high lvl (115) and i got good gear

I'd do fire giants! You can find them in Smoke dungeon if you're member and have the teleport. If not, find them deep in rimmington dungeon (easiest is the catherby entrance and then run past the metal dragons)
You can also do the giant champions in rimmington dungeon

They also have some better drops right now since today ;)

I trained my combat skills to 99 at giants (hill giants/moss giants/giant champions).
Just try monsters with low defence.

If you have a pure account then you could do double log-in and train on him in Duel-Arena.

If you wanna make some nice loot alongside it, I'd say dragons. but that depends on your gear/current stats.

Another nice spot is in the barrows dungeon, there are blood wyrms and whatnot you can afk there.

They also rarely hit at all. I trained from 10 defence up and the max they hit on me was like 2...

I would rather recommend training your combat skills at Blue/green dragons because you can make a good profit there by gaining Dragon bones or other useful items.

I may not be the best, but I'm definitely not like the rest.
