Have you checked the Guides section for a good guide on this? I got it by using crumble undead on zombies, IIRC.

From 1-21.
Best combat spell you can use
From 21-55
Best combat spell you can use while low alching
From 55-80
Best combat spell you can use while high alching
80-99
Zuriel's staff spell + high alch at an area with lots of monsters close together

That's the fastest way, it's also a really expensive way.

I don't know if they still exist and if it's still multi zone, but in Slayer Tower on floor 1, you had some white, small monsters. I let them all follow me and ice barraged them all. It gave me a lot of exp but I don't know if they still exist...

Went to godwars, my magic lvl was 86. I took all the monster and I cast ice burst, i got lots of magic XP. Killing monsters in 30-40mins with double xp and my magic lvl is now 95.
