remove the cap for the ruby bolts, and nerf them by 10 levels upon enchanting them. this will result in them being useful again and not too overpowered.

Tbh the cap could be removed completely and made it so that it deals 10% of the current health instead of max health. This can be quite silly though but they could be used as a switch on bosses then?

We cannot remove the cap, because it creates an item that outperforms no matter what. Imagine hitting that on bosses with high health (Nex, Har'Lakk)?

that is why the tier could be lowered. right now they're below useless...

That was the original idea of them in rs lol. I believe the cap is there at 150 against the inferno boss and raid bosses and 100 against corp.
